º . El artículo 2º del Decreto 4313 de 2004 quedará así: "Artículo 2º. Capacidad para contratar la prestación del servicio educativo. Las entidades territoriales certificadas podrán contratar la prestación del servicio educativo que requieran, con personas jurídicas y naturales de derecho público o privado, de reconocida trayectoria e idoneidad en la prestación o promoción del servicio de educación formal".
