º El auxilio decretado por el artículo 3º. de la ley 73 de 1941, para la construccion de la plaza de ferias y del matadero público de San Gil, será entregado al tesorero municipal de allí, previas la incorporación de las respectivas partidas en los presupuestos municipales, y la constitución, por dicho empleado, de la garantía que fije la Contraloría General de la República, entidad a la cual rendirá las cuentas de su inversion, de acuerdo con las normas por ella establecidas.
