Cuando se trate de condonar una deuda a favor del Tesoro Nacional, el interesado elevara su solicitud ante el Ministro de Hacienda y Crédito Público, quien, oído el concepto del Contralor General y del Procurador General de la Republica, emitirá su juicio razonado acerca de la justicia de la solicitud, y pasara el expediente a una de las Cámaras en las sesiones inmediatas.
