De conformidad con los literales g) y h) del numeral 1 del artículo 24 de la Ley 80 de 1993, no procederá la declaratoria de desierta de la licitación cuando sólo se presente una propuesta hábil y ésta pueda ser considerada como favorable para la entidad, de conformidad con los criterios legales de selección objetiva. La entidad estatal tampoco podrá prohibir la participación de consorcios o uniones temporales.
