Una vez constituida la relación de cuentas por pagar (reservas de caja), los dineros sobrantes del Presupuesto Nacional, se reintegrarán, sin excepción a la Dirección General de Tesorería a más tardar el 1º. de marzo de 1990, con la refrendación del ordenador, del jefe de presupuesto de la entidad o del jefe de la división delegada de presupuesto, cuando ésta exista, y del auditor de la Contraloría General de la República.
