El Gobierno Nacional garantizará que los recursos recaudados para este propósito, serán ejecutados en su totalidad y con destino exclusivo para lo dispuesto en el artículo segundo de la presente ley y no podrá adquirir con ellos Títulos de Tesorería TES o cualquier otro tipo de bonos, ni podrá aplazar ni congelar su ejecución.
