Art. 1.° No tendrán valor alguno obligatorio, ni fuerza legal, i por el contrario serán absolutamente nulos, los mandamientos, órdenes, providencias autos o decretos que se espidan a peticion de parte, u oficiosamente, por cualquier funcionario público, tribunal, juzgado o autoridad en asuntos civiles o criminales, con el objeto de detener, arrestar o aprisionar a los ajentes diplomáticos de naciones estranjeras debidamente acreditados cerca del Gobierno de la Nueva Granada, o a alguna de las personas que pertenezcan a sus familias, comitivas públicas o servidumbres particulares.
