Habrá unidad de presupuesto. Cuando el presupuesto de los establecimientos públicos incluya en sus ingresos, apropiaciones o préstamos del Presupuesto Nacional, el monto y la destinación de tales recursos deberá coincidir con las respectivas apropiaciones del Presupuesto Nacional. En consecuencia, no podrán modificar la leyenda, la cuantía ni su destinación.
