El Gobierno podrá nombrar un agente especial encargado en el Exterior del Fomento de la inmigración al país, hasta con mil pesos ($1000) de sueldo mensual. Este agente, de acuerdo con la Sección respectiva del Ministerio de Industrias, dirigirá y unificara las actividades de los agentes de inmigración en el Exterior. El Gobierno señalara los viáticos de este agente para el cumplimiento de sus funciones.
