Art 15. El Ministerio de Hacienda podrá autorizar que se impriman en libranzas, cheques, despachos, acciones, marcas de fábrica, etiquetes ú otros documentos ó papeles las estampillas correspondientes, haciéndolos interesados el pago efe la Tesorería general, ó en la oficina de Hacienda respectiva en los términos que se fijen en los respectivos contratos que se celebrarán en la Administración general del ramo.
