En todos los proyectos de decreto o resolución de carácter general y abstracto, o de acto administrativo de contenido regulatorio se debe señalar de forma expresa y completa cuáles son las disposiciones constitucionales, legales y reglamentarias que le otorgan la competencia de producción normativa a quien la expide.
