Art. 12. ° Tanto en la apreciación de las pruebas como en el reconocimiento del derecho reclamado, la Corte procederá verdad sabia y buena fe guardada; pero en ningún caso reconocerá crédito alguno en contra del Tesoro sin hallarse justificado con alguna ó algunas de las pruebas especificadas en el artículo 8º de la Ley 163 de 1896.
