Para hacer los estudios a que se refiere el artículo anterior, el Gobierno podrá designar una Comisión, o contratar, para este mismo efecto, con técnicos el estudio referido.

Parágrafo

La Comisión se compondrá de tres ingenieros, un médico y un militar, cuyas asignaciones serán señaladas por el Gobierno.
