La presente ley tiene por objeto declarar al río Ranchería, su cuenca y sus afluentes, como una entidad sujeta de derechos para su conservación, mantenimiento y restauración a cargo del Estado y con la efectiva participación de las comunidades que habitan en el área de influencia del río Ranchería, del departamento de La Guajira.
