Artículo Segundo. Las tasas que se causen por los "Sellos de Garantía" Serán recaudadas por los Administradores o Recaudadores de Hacienda Nacional en los lugares de Producción por lo que respecta a los artículos de fabricación nacional, y al hacerse la importación, en lo que dice relación con los productos de procedencia extranjera.
