Art. 5.° Los censos parciales que sean aprobados por el Congreso, serán pagados por el Poder Ejecutivo a los Estados y Territorios, según la distribución que contiene el artículo siguiente; pero los que se devuelvan para su reforma no lo serán sino cuando, una vez corregidos satisfactoriamente, obtengan dicha aprobación legal.
