Este Decreto rige a partir de la fecha de su publicación, deroga las disposiciones que le sean contrarias, en especial el Decreto-ley 34 de 1989, con excepción de lo dispuesto en los artículos 6°, 11, 12 y 13, y surte efectos fiscales a partir del 1° de enero de 1990, salvo el artículo 5°.
