Adiciónase el artículo 65 de la Ley 83 de 1946 , así:

"El Juez deberá celebrar audiencias para esclarecer la situación del menor desde el punto de vista del cuidado físico que esté recibiendo, de su educación, de la moralidad del medio en que vive, y de la seguridad de sus bienes.

Lo aquí establecido rige también para el caso de los menores que no hallándose bajo patria potestad ni bajo guarda, deben ser provistos de esta a petición del Defensor de Menores o de otra persona".
