Utilización y manejo de materiales explosivos. El manejo y utilización de materiales explosivos y accesorios de voladura, solo será efectuado por el operador de explosivos que cumpla con lo establecido en este Reglamento para este tipo de actividad, que esté debidamente capacitado y certificado por el Sena u otras instituciones autorizadas para tal fin y certificado por la Escuela de Ingenieros Militares, perteneciente al Comando General de las Fuerzas Militares.
