ARTICULO 1 º. NATURALEZA . El Instituto Nacional para Ciegos, INCI, es un establecimiento público, esto es, un organismo dotado de Personería Jurídica, Autonomía Administrativa y Patrimonio Independiente, de carácter técnico intersectorial, adscrito al Ministerio de Educación Nacional, que actúa en forma coordinada y con la colaboración de los Ministerios de Salud Pública y de Trabajo y Seguridad Social, que se organiza conforme a las disposiciones establecidas en los Decretos-ley 1955 de 1955, 1050 y 3130 de 1968, y artículo 27 de la Ley 60 de 1993 y las contenidas en el presente Decreto.
