Para que el oro de que trata en el artículo anterior pueda ser fundido y convertido en barras en los nombrados laboratorios y casas de moneda, la operación deberá efectuarse bajo la super vigilancia del respectivo Gobernador o de uno de sus secretarios, y de un químico nombrado por aquel funcionario para testificar así que el oro que se va a fundir procede directamente de laboreo de minas nacionales.
