El INPA propenderá por la conformación de una flota pesquera de bandera colombiana. Con este propósito, está facultado para:

Limitar la pesca de aquellas especies que determine, exclusivamente a embarcaciones de bandera nacional.

Establecer tarifas diferenciales para las tasas y derechos, de manera que se favorezca a las embarcaciones de bandera colombiana.

Promover el establecimiento de estímulos para la construcción naval y para la nacionalización de embarcaciones extranjeras.
