Artículo decimoctavo. El Ministerio de Educación dará instrucciones para el cumplimiento de lo dispuesto en el Decreto número 2703 de 1959 y en el presente Decreto reglamentario, teniendo en cuenta las modalidades propias de cada uno de los Departamentos, pero sin menoscabo de la delegación de funciones previstas en el primero de los mencionados estatutos.
