Cobertura básica en salud departamental. Se entiende por cobertura básica en salud para los departamentos, el mantenimiento del esfuerzo financiero y fiscal realizado y destinado al régimen subsidiado. El Ministerio de Salud y Protección Social certificará anualmente el cumplimiento o incumplimiento de dicha situación.
