Complementariedad de las acciones de las entidades territoriales certificadas en educación. El Ministerio de Educación Nacional, sus entidades adscritas y vinculadas y las secretarías de educación de las entidades territoriales, de manera coordinada y bajo sistemas de cofinanciación, podrán definir mecanismos que permitan planificar y gestionar programas y proyectos, dentro de sus respectivas competencias, para atender el servicio educativo de las personas con limitaciones o con capacidades o talentos excepcionales.
