La elaboración de los planes de inversiones públicas anuales o los indicativos para inversiones locales en acueductos, alcantarillados y pozos sépticos, así como las proyecciones de las mejoras y demandas futuras encomendadas al Insfopal, se adelantarán de preferencia para el sector que el Instituto debe atender de conformidad con el literal b) del artículo 2° del Decreto 3178 de 1968.
