ARTICULO 13 . El presente Decreto rige a partir de la fecha de su publicación, deroga las disposiciones que le sean contrarias, modifica en lo pertinente el artículo 13 del Decreto 1020 de 1975 y surte efectos fiscales a partir del 1º de enero de 1991, salvo para lo dispuesto en el artículo 9º del presente Decreto.
