°. Modificar el artículo 23 del Decreto 1466 de 2004, el cual quedará así: “ Artículo 23. Número mínimo de pilotos prácticos por jurisdicción. El número mínimo de pilotos prácticos en cada puerto será determinado por la Autoridad Marítima Nacional mediante resolución, de acuerdo con las necesidades del mismo. El número mínimo de pilotos por jurisdicción, se establecerá teniendo en cuenta que el servicio de practicaje, debe contar con un número de pilotos disponibles permanentemente veinticuatro (24) horas/día, para atender el servicio”.
