º . Modalidad de operación de las rifas . Las rifas sólo podrán operar mediante la modalidad de operación a través de terceros, previa autorización de la autoridad competente. En consecuencia, no podrá venderse, ofrecerse o realizarse rifa alguna que no esté previa y debidamente autorizada mediante acto administrativo expedido por la autoridad competente.
