En la parte motiva de la decisión puede el Consejo hacer conocer del Gobierno sus apreciaciones sobre conveniencia o inconveniencia de las estipulaciones de los contratos. Pero el ejercicio de esta facultad no autoriza al Consejo para improbar un contrato por razones de inconveniencia.
