El Instituto Nacional del Transporte analizará las acusaciones y descargos y practicará las pruebas necesarias para fallar dentro de los treinta (30) días siguientes; si ello no fuere posible porque existan hechos nuevos que deban ser probados, el funcionario competente ordenará lo necesario para su comprobación y decidirá durante los treinta (30) días siguientes.
