º. Las Zonas Francas industriales y comerciales tendrán por objeto la prestación de un servicio público sin ánimo de lucro.

Si en el desarrollo de sus operaciones se obtuviere un superávit sólo habrá reparto de dividendos cuando se duplique el capital inicial. Obtenido esto, las utilidades se repartirán así: El 50% para constituir un fondo de reserva que se acumulará indefinidamente; el otro 50% se repartirá proporcionalmente al monto de los aportes respectivos.
