El Fonsecon será administrado por el Director General de Orden Público y Convivencia Ciudadana del Ministerio del Interior, quien será el ordenador del gasto en virtud de delegación conferida por el Ministro del Interior y actuará en coordinación con el Consejo Superior de Seguridad y Defensa Nacional y el Consejo Técnico Nacional de Inteligencia.
