Bienes que pueden ser introducidos. Conforme al artículo 4° del presente Decreto, a las Zonas Francas se podrán introducir toda clase de bienes, materias primas, insumos o productos semielaborados, maquinaria y equipo extranjero o en libre circulación, así como aquellos bienes que se hayan beneficiado de un régimen suspensivo o de perfeccionamiento activo dentro del territorio nacional. Se exceptúan los bienes respecto de las cuales existe prohibición expresa por parte del Gobierno Nacional.
