Para la renovación de que habla el artículo anterior, desde la sanción de la presente ley, el Ministerio de Guerra dictará las medidas necesarias para que en cada Municipio de la República se lleve una estadística tan exacta como sea posible a fin de que la autoridad conozca los individuos que cada año vayan llegando a los veintiún años de edad.
