Art. 2 . ° El Gobierno reglamentará de acuerdo con la autoridad eclesiástica todo lo conducente á la buena marcha de las Misiones y podrá delegar á los Misioneros facultades extraordinarias para ejercer autoridad civil, penal y judicial sobre los catecúmenos, respecto de los cuales se suspende la acción de las leyes nacionales hasta que, saliendo del estado salvaje, á juicio del Poder Ejecutivo estén en capacidad de ser gobernados por ellas.
