Para dar cumplimiento a la presente Ley, el Gobierno incluirá en cada ejercicio presupuestal, las partidas correspondientes en el Proyecto de Presupuesto que presenta al estudio del Congreso; y queda facultado para efectuar dentro de todas las vigencias fiscales, los créditos, contracréditos, traslados, créditos adicionales y las operaciones que sean necesarias.
