- BASES LEGALES. Corresponde al Congreso hacer las leyes. Por medio de ellas ejerce las siguientes funciones: Definir la división general del territorio, con arreglo a lo previsto en esta Constitución, fijar las bases y las condiciones para crear, eliminar, modificar o fusionar entidades territoriales y establecer sus competencias (Constitución Política, art. 150, nral. 4).
