° Para todo lo relacionado con la adjudicación de las becas, establécese un Consejo, que estará compuesto: por el Jefe de la Sección de Normales, el Jefe de Enseñanza Secundaria, el Jefe de la Sección de Enseñanza Industrial y Complementaria, el Oficial de Becas, del Director de la Escuela Normal de Bogotá y una de las Directoras de Escuelas Normales. Este último miembro del Consejo será designado por el Ministerio de Educación.
