El literal b) del artículo 5º del Decreto 2144 de 1978 quedará así: "Se oirá en descargos al contraventor dentro de las veinticuatro (24) horas siguientes al conocimiento de los hechos, diligencia para la cual estará asistido por un apoderado. Si fuere cinco (5) o más los contraventores, el término anterior se ampliará a setenta y dos (72) horas".
