El Gobierno de Colombia, por intermedio del Ministerio de Defensa Nacional, dispondrá la construcción del monumento del que habla el artículo primero de la presente Ley, consistente en una pedreste en bronce, que será erigida en el Centro Cívico, de la ciudad de Barranquilla.
