El Gobierno Nacional, a la sanción de la presente Ley, por intermedio del Departamento Administrativo de Servicios Técnicos y Económicos, organizará las comisiones de técnicos y economistas que sean necesarias, a fin de que adelanten los estudios de planificación y la organización administrativa y fiscal del nuevo Departamento del Cesar.
