Todo propietario, arrendatario ú ocupante, inclusive las empresas ferroviarias, tienen obligación de dar aviso á la Comisión de que dependan de la aparición de la langosta en sus terrenos, dentro de veinticuatro horas, y de haber comenzado su destrucción dentro del mismo término, determinando la dirección que lleva, la fecha y lugar del desove y fecha del nacimiento de las larvas.
