Esta suma será incluida en el presupuesto de rentas y gastos de la próxima vigencia, y en caso de que no sucediere así, autorizase ampliamente al presidente de la República para abrir en cualquier tiempo el crédito o los créditos necesarios para dar cumplimiento a la presente Ley.
