Art. 9.° El Gobierno auxiliará la Empresa de este ferrocarril con ciento cincuenta mil hectáreas de tierras baldías, adjudicarles en cualquier baldío de la República, menos en Panamá; teniendo derecho el concesionario á que las adjudicaciones se hagan, de preferencia, a inmediaciones del ferrocarril en lotes alternados con el Gobierno; y estas adjudicaciones podrán hacerse desde que se empiece su construcción; pero la propiedad á perpetuidad no se adquiere sino cuando estén construidos los primeros cincuenta kilómetros, á partir del río Magdalena.
