Para la adjudicación definitiva de la beca será menester que se garantice, a satisfacción del Gobierno, que el favorecido estudiará hasta graduarse de maestro de Escuela Superior, y que una vez graduado, servirá en la Instrucción pública lo menos por cuatro años.

Parágrafo

Los jóvenes que garanticen que cursarán los estudios pedagógicos hasta obtener el grado de maestros de Escuela Normal, serán preferidos en la adjudicación de las becas, en igualdad de circunstancias.
