Artículo segundo. El Gobierno podrá celebrar contratos para el descuento de documentos de deuda pública de que trata este Decreto, estipulando en ellos que tales documentos serán cancelados con los dineros provenientes del empréstito del Banco Internacional de Reconstrucción y Fomento, y que si el empréstito no se formaliza dentro del plazo que se señale en los pagarés o libranzas descontados, el pago se hará con las partidas que se incluyan en el Presupuesto.
