Art. 5. Pasados seis meses despues de la san- cion de este decreto, sin que se hayan hecho pro- puestas para el privilejio, o sin que se hayan ad- mitido las que se hayan hecho, el Poder Ejecutivo contratará la ejecucion de los obras indicadas en el artículo 1., observando las reglas establecidas en el artículo 3.0 , para lo cual podrá disponer de ochenta mil reales anuales durante tres años, i hará cobrar por cuenta del Tesoro nacional los derechos espresados en el artículo anterior, por el máximo del tiempo en él prefijado.
