En todas las Penitenciarías y Cárceles del país se establecerá un sistema diario de informaciones o noticias a los recluidos, sobré los acontecimientos más importantes de la vida nacional, ya sea por medio de un boletín confeccionado por la Dirección, o del radio, o por cualquiera otro medio prudentemente escogido que no presente peligro para la disciplina.
