Autorízase al Gobierno para que, después de sancionada esta Ley, pueda establecer una Aduana en la hoya del Rio de Oro, y para disponer su traslación, cuando lo crea conveniente, a cualquiera de las hoyas de los ríos Catatumbo, Tarra y Sardinata.
